The Singapore-Suzhou Industrial Park, established in 1994 as a flagship project of bilateral cooperation between Singapore and China, ran into serious difficulties within its first few years — cost overruns, slower-than-expected foreign investment, and friction between the two governments led China to reduce Singapore's stake from 65% to 35% in 2001. By 2004, when this coin was issued, the park had rebounded sharply, finally turning profitable and attracting significant manufacturing and logistics tenants.
