Liberia's numismatic output in the 1990s was dominated by foreign-market commemoratives produced with no domestic circulation intent — this piece is squarely in that category. The 1997 handover of Hong Kong from British to Chinese sovereignty generated a global wave of souvenir coinage, most of it struck by private mints under licensing arrangements with small nations willing to lend their issuing authority. Liberia was among the most prolific of these.
