Nauru's commemorative silver program in the 1990s was largely produced by the German firm B.H. Mayer's Kunstprägeanstalt on contract, aimed squarely at the thematic collector market rather than any domestic circulation need. The Queen Mother issues from this period were timed to capitalize on her approaching centenary, generating a wave of similar pieces from Commonwealth and associated Pacific island issuers simultaneously.

Nauru itself had no functional relationship to the British Crown — it operated as an independent republic from 1968 — making the choice of subject purely commercial.
