Liberia's Central Bank produced commemorative issues like this one through licensing arrangements with the Pobjoy Mint and similar private operators throughout the 1990s and 2000s — coins with no meaningful domestic circulation and marketed almost exclusively to foreign collectors. The series has little numismatic cachet among serious collectors, which keeps secondary market prices low regardless of silver content.
