Liberia's commemorative coinage of the late 1990s was produced almost entirely for the collector export market, with no meaningful domestic circulation intended or achieved. The country was emerging from the first of its civil wars, and the government's licensing of foreign mints to strike souvenir pieces in its name was effectively a revenue mechanism, not a monetary policy.

The Mayflower's 1620 crossing is among the most frequently commemorated subjects in the entire modern collector coin industry — Liberia returned to it multiple times across different series during this period.
