The Marshall Islands' non-circulating legal tender program of the 1990s was a deliberate revenue operation, producing hundreds of collector issues with no connection to the islands' actual monetary circulation, which relied on U.S. dollars. KM#349 is one of dozens of brass $10 pieces from that decade, issued through licensing arrangements with the Franklin Mint and similar firms targeting the mass commemorative market.
Secondary market prices have remained persistently below issue price for most of this series since the early 2000s.
