Liberia has issued commemorative silver in extraordinary volume since the 1990s, contracting with private minting houses to produce themed series for the international collector market rather than domestic circulation. This Gandhi piece is squarely part of that commercial program — it has no connection to Liberian monetary history and was never intended to.
The Indian Independence series appeared on the 50th anniversary of 1947, a year when commemorative programs worldwide competed for the same collector dollars.
