Liberia's early-2000s commemorative program was essentially a cottage industry of foreign-licensed issues, produced not by Liberia but by private mints in Europe and marketed directly to collectors with no intention of circulation. The country had been devastated by back-to-back civil wars ending in 2003, and its nominal monetary authority had virtually no functional capacity to oversee coinage during this period.
KM#830 is one of dozens of such issues bearing American presidential portraits, authorized in name only by a government operating under extreme duress.
