Liberia's late 1990s and early 2000s commemorative output was prolific to the point of absurdity — hundreds of issues depicting American presidents, military figures, and pop culture icons with no connection to Liberia whatsoever, produced almost entirely for the international collector market. The KM#475 Lee issue is a product of that environment: a foreign mint contract piece aimed squarely at American Civil War collectors, not Liberian commerce.

None of these pieces circulated in Liberia, then deep in the Second Liberian Civil War.
