Florence Harding's inclusion in this First Spouse bullion series was notably delayed — she had been passed over in earlier planning cycles, with the series occasionally skipping spouses or issuing substitute "Liberty" coins when a president had no spouse or the design wasn't finalized. The First Spouse program, authorized under the Presidential $1 Coin Act of 2005, committed the Mint to producing a corresponding gold issue for every presidential dollar in sequence.
Mintages across the First Spouse series ran extremely low compared to mainstream bullion issues, with most years selling only a few thousand pieces — well below original projections when Congress approved the program.
