Issued in 2002 by the Pobjoy Mint on behalf of a British Overseas Territory, this coin was produced as a direct commemorative response to the September 11 attacks — part of a wave of memorial issues from smaller minting authorities that flooded the market in the months following the towers' collapse. The Pobjoy Mint, based in Surrey, was unusually prolific in producing such issues for Caribbean and Pacific territories, and this piece exists largely because smaller jurisdictions face few of the political constraints that prevented major sovereign mints from issuing overtly commemorative 9/11 coinage so quickly.
The two KM numbers indicate distinct varieties — likely differing in finish or edge treatment — both struck to the same planchet specification.
