P#CS1 is not a circulating issue — it's a souvenir card produced by the Central Bank of Belize, almost certainly for a numismatic event or promotional purpose rather than legal tender use. The gold foil bonding is the giveaway: no central bank produces circulating currency on that substrate.
Belize's 1980s collector pieces occupy an odd corner of Caribbean notaphily, frequently miscatalogued as specimens or errors. The Pick CS designation signals collector souvenir, a distinction some auction houses still get wrong.
