The Basilica of Sacré-Cœur was built partly as an act of political and religious atonement following France's defeat in the Franco-Prussian War of 1870–71 and the bloody suppression of the Paris Commune — its construction was explicitly framed by the French National Assembly as a public vow of penance. Cook Islands has issued numerable large-format silver pieces under its Elizabeth II series, many targeting the collector market through European distributors, and this issue fits squarely within that commercial program.
