Niue's licensed pop-culture coin program, which began in earnest around 2001–2002, allowed the tiny Pacific island territory to generate revenue through seigniorage on collectible issues rather than circulation coinage. The Pokémon licensing arrangement — negotiated through Nintendo — produced a short run of character-specific issues of which this Pichu piece is among the earlier examples. Actual circulation on Niue was never the intent; these were struck for the collector market, primarily in Japan and the broader Asian Pacific region where Pokémon merchandise demand remained extremely high following the franchise's late-1990s peak.
