This piece belongs to Cook Islands' long-running series of large-format silver commemoratives issued through the New Zealand Mint, targeting the collector market rather than domestic circulation — the Cook Islands having essentially no independent numismatic infrastructure of its own. Paul I ruled Russia from 1796 to 1801, a reign defined by his systematic reversal of his mother Catherine the Great's policies and his increasingly erratic autocratic behavior. He was strangled in his bedroom at St. Michael's Castle by a conspiracy of guards officers, with the tacit knowledge of his son and heir, the future Alexander I.
