Cook Islands issued a wave of silver commemoratives in the late 1980s and early 1990s targeting the collector market directly — these were never intended for domestic circulation on an island economy where even base-metal coinage rarely changed hands. The 1990 Olympic issue coincides with the Barcelona Games cycle, though the Games themselves ran in 1992.

KM#79 is one of several dozen types struck under the same framework legislation that gave the Cook Islands government broad authority to license commemorative programs, with Franklin Mint and similar operations handling much of the actual distribution.
