Issued to mark the twentieth anniversary of German reunification, this is one of dozens of commemorative silver dollars Cook Islands produced for the collector market during the 2000s and 2010s through licensing arrangements with European distributors — primarily Coin Invest Trust of Liechtenstein. Cook Islands itself had no particular stake in the event being commemorated; the island nation's name and legal tender status were essentially leased to give the piece official coinage standing for customs and import purposes.
Collector appetite for such issues has cooled considerably since their peak, and secondary market prices rarely hold against original issue cost.
