The 1986 Commonwealth Finance Ministers' Meeting was held in Barbados — an occasion the Eastern Caribbean Central Bank used to justify a commemorative silver issue, as was common practice among smaller currency unions seeking hard currency from collector markets rather than circulation revenue. The ECCB, established only in 1983, was still building its commemorative program during this period and frequently partnered with outside minting contractors for such issues.
