Kiribati has no meaningful connection to ANZAC history — the Gilbert Islands, as they were known, saw brutal fighting between Japanese and Allied forces in 1943, but that conflict falls outside the ANZAC narrative this coin invokes. The issue is one of dozens of ANZAC-themed collector pieces licensed through the Pacific island micro-state model, where sovereign mint rights are leased to produce commemoratives with no organic link to the commemorated event.
The .500 fineness is notably low for a modern silver collector issue, keeping metal costs down on what was almost certainly a low-premium bullion-adjacent product.
