The Kookaburra bullion series formally launched in 1990 under Perth Mint's management, but the Royal Australian Mint struck this 1989 predecessor as part of early exploratory proof programming before the series found its permanent home. It occupies an odd transitional position — not quite a bullion coin, not quite a standard commemorative — which partly explains why KM#133 sees less attention than the Perth issues that followed.
