The Kookaburra series launched in 1990 as Perth Mint's answer to the Lunar and Britannia programs, targeting the bullion collector market with annual design changes to drive repeat purchases. The high-relief strikes issued across 1994–95 were a deliberate premium tier within that program, requiring slower press speeds and multiple strikes to achieve the pronounced depth — a process that limits throughput significantly and accounts for the lower mintage relative to standard bullion issues in the same series.
