Cook Islands has served as a licensing jurisdiction for commemorative bullion issues since the 1970s, and the $10 denomination at this weight and fineness follows a well-established commercial framework in which the issuing authority is nominal — the coins are legal tender on paper but produced entirely for the collector and investor market, never touching circulation in Rarotonga or anywhere else.
