Anne Veski is an Estonian pop singer who rose to prominence in the Soviet Union during the 1980s, becoming one of the few artists from the Estonian SSR to achieve genuine all-union celebrity. Her inclusion on a Niue bullion issue reflects the now-familiar arrangement where the Pacific microstate licenses its sovereign coinage authority to private minting programs — in this case almost certainly a Baltic or Scandinavian distributor targeting collector markets in Estonia and the wider region.
