Sierra Leone's "Camel" dollar issues from the mid-2000s belong to a broader wave of commemorative silver struck specifically for the collector market — none of these pieces entered circulation in Sierra Leone, and the Bank of Sierra Leone's role was largely nominal, licensing the designs to overseas minting operations. KM#411 was produced under that arrangement, with the actual striking almost certainly handled by a European or British Commonwealth contractor rather than any domestic facility.
