Liberia's 1990s commemorative program was essentially a foreign-currency operation — these coins were designed, marketed, and distributed almost entirely to Western collectors, with no meaningful circulation in Liberia itself. The Pobjoy Mint in Surrey struck the majority of them under contract. Whether KM#305 falls into that production run or one of several competing contractors working Liberian licensing at the time is worth verifying against the specific edge and die characteristics.
