Liberia's commemorative program in the 1990s was one of the more aggressive in the world, producing licensed sports and celebrity issues almost entirely for the collector export market — none of these pieces were ever intended to circulate domestically. This Ruth issue was part of a broader baseball legends series timed loosely around the centennial of professional baseball marketing rather than any specific Ruth anniversary.
Ruth died in 1948; by 1995 his licensing rights were administered by the Babe Ruth estate through CMG Worldwide, whose agreements with foreign mints produced dozens of such pieces across multiple issuers simultaneously.
