Liberia's early 2000s collector coin program was essentially a licensing operation — the government authorized foreign mints, primarily in China and Germany, to produce commemorative issues bearing Liberian face values with little connection to actual Liberian monetary policy or circulation. These pieces were marketed directly to Western collectors, never touching Liberian commerce.
The $10 denomination was the workhorse of the series, appearing on dozens of distinct themes between roughly 1999 and 2004.
