The Marshall Islands issued a flood of commemorative brass pieces throughout the 1990s targeting the collector novelty market rather than circulation — this elephant issue is one of dozens from that decade. The program generated revenue through foreign coin distributors, not domestic use. KM#406 has no particular scarcity within the series.
