Andorra's coinage authority operates under an unusual arrangement — the co-principality issues collector coins under a legal framework granted jointly by the Bishop of Urgell and the President of France, neither of whom functions as a conventional head of state for monetary purposes. The "Fides" issue belongs to a virtue series produced during the period when Andorra was finalizing its monetary agreement with the European Union, which came into force in 2011 and formally authorized euro-denominated circulation coinage beginning in 2014.
The diners denomination itself had no practical circulation use by 2012 — issued exclusively for the numismatic market.
