The Iraq Currency Board was a transitional body established under the British mandate, and this 1931 issue belongs to its first and only series — the dinar having been introduced just that year to replace the Indian rupee at a rate of 1 dinar to 11 rupees. The choice of parity was deliberately pegged to sterling, which Iraq maintained until 1959.
Hilton-Young's signature here is politically significant. Ewen Hilton-Young, later Lord Kennet, had chaired the commission that in 1929 recommended the structure of Iraq's currency system, making him personally invested in the institution his name anchored. Bradbury Wilkinson produced the plates to their usual high intaglio standard, though the series is notably scarce in any grade — Iraq's note-issuing function transferred to the newly formed National Bank in 1947, and redemption was thorough.
