The "Informbiro" designation tells the whole story. These notes were printed in 1950 in direct response to the Tito-Stalin split of 1948 — Yugoslavia needed a currency reform that would sever monetary ties with the Soviet bloc's coordinated financial structures and assert independent control over domestic money supply. The series was prepared, printed in Belgrade by ZIN, and then never released. The reform was shelved before circulation began.
Surviving specimens carry the "S" suffix in the Pick reference precisely because they were never formally issued — distributed only as specimens or retained in institutional archives.
