The 1996 World Food Summit, held in Rome that November, drew 185 nations and produced the Rome Declaration pledging to halve global hunger by 2015 — a target that went substantially unmet. Vietnam's participation carried particular weight: the country had itself been a recipient of international food aid as recently as the late 1980s before transforming into one of the world's leading rice exporters within a single decade following Đổi Mới liberalization.
