Fort Monroe, situated at the tip of the Virginia Peninsula, was an active U.S. Army installation and home to the Continental Army Command. N.C.O. messes on military posts routinely issued their own scrip during the mid-twentieth century to keep canteen funds circulating within the mess itself — a practical accounting measure that also discouraged soldiers from spending mess credit off-base.
Tan paper scrip of this type was rarely retained after a soldier's posting ended. Survivors are scarce simply because nobody thought to keep them.
