Municipal scrip of this kind proliferated across the northern United States in 1862 in direct response to the near-total disappearance of small-denomination coins from circulation. Hoarding spiked the moment war uncertainty set in, and by mid-1862 even copper cents had vanished from everyday trade. Cities, businesses, and transit companies filled the void themselves — Congress hadn't yet acted, and the federal Postage Currency issues didn't arrive until August of that year.
Albany's Corporation was among dozens of civic bodies that issued fractional notes of dubious legal standing. This example is a modern replica, which limits its numismatic relevance but not its documentary value as a study piece for the type.
