Charles Vyner Brooke succeeded his father Charles Anthony in 1917, making this 1920 issue one of his earliest coinage authorizations as the third and final White Rajah of Sarawak. The Brooke dynasty had governed the territory as a personal fiefdom since James Brooke received it from the Sultan of Brunei in 1841 — an arrangement unique in the British colonial world, where sovereignty was held by a family rather than the Crown.

The billon composition reflects postwar silver economics. By 1920, the global silver price spike following WWI had made higher-purity coinage economically untenable for small colonial issues, pushing many such territories toward debased alloys.
