Vallfogona de Riucorb is a small municipality in the Conca de Barberà district of Catalonia, and like hundreds of Catalan and Spanish villages during the Civil War, it was forced to produce its own fractional currency when Republican-zone coinage effectively vanished from circulation after 1936. The Generalitat de Catalunya had authorized municipal issues to fill the gap, which is why so many of these tiny emergency notes were printed by local commercial print shops — in this case, Imprenta A. Figueres in nearby Tàrrega, which produced issues for several surrounding municipalities during the same period.
Turró catalogues this as #2673, placing it firmly within the documented Catalan municipal series.
