The Consejo Municipal de Santo Tomé issued this small-denomination emergency note during the Spanish Civil War, when the Republican zone suffered an acute shortage of small change. Municipal councils across Nationalist and Republican territories alike resorted to printing their own fractional cardboard currency — cartones, as they were called — to fill the void left by hoarded coins. Santo Tomé is a small municipality in Jaén province, Andalusia, and its issues are among the more obscure provincial pieces from this period.

The Gari Monetary catalogue entry 1328B-B suggests a variant classification within the Santo Tomé series, implying at least one other type exists.
