San Miguel de Salinas is a small municipality in the Vega Baja del Segura, Alicante province. This 10 céntimos note is one of hundreds of emergency paper issues — known collectively as cartones or billetes de necesidad — produced by Spanish municipalities during the Civil War after metallic coinage disappeared almost entirely from circulation by mid-1937. The Republican government's inability to supply small change forced even minor townships to print their own.

The Gari Morera catalog remains the primary reference for these local issues. Many were printed on whatever stock was available, and condition problems tied to poor paper quality are common across the type.
