Martos is a municipality in the province of Jaén, Andalusia, and like hundreds of Spanish towns it resorted to issuing its own fractional emergency currency during the Civil War period — the Republican zone faced a chronic shortage of small coin after 1936, with the public hoarding metal and the central government unable to supply adequate fractional denominations to outlying municipalities. These locally-issued pieces, known as "cartones" or "billetes locales," were produced under municipal authority with whatever materials were at hand, which accounts for the thick card stock construction common to the series.
Gari Mon#889-B places this within a documented local emission, but surviving examples from small Andalusian ayuntamientos are genuinely uncommon — many were issued in small quantities, circulated intensely for a brief period, and were either redeemed, lost, or rendered worthless by the Nationalist takeover of the region.
