Garcia is a small municipality in Ribera d'Ebre, Tarragona, and like hundreds of Catalan and Spanish towns it issued its own fractional emergency currency during the Civil War after the banking system collapsed and Republican-zone coinage vanished almost entirely from circulation by mid-1937. These municipal vales — effectively IOUs backed by nothing more than local administrative authority — were produced in enormous variety, often on whatever card stock or paper the local council had to hand. Turró's catalog documents over a thousand distinct issuers for Catalonia alone.
