Ateneu Obrer de Cervera was a workers' cultural association in the Catalan town of Cervera — not a bank, not a municipality — yet during the anarchist and Republican administration of the Civil War years it issued emergency fractional currency alongside dozens of similar bodies across Catalonia. The Generalitat had authorized local entities to fill the catastrophic small-change vacuum left by hoarding and metallic currency withdrawal in 1936, which is why an atheneum could briefly become a money-issuing authority.

At 40 x 40 mm, this is among the smallest formats produced during that wave of Catalan local issues — closer to a postage stamp than a banknote.
