Balaguer is a small town in the Lleida province of Catalonia, and like hundreds of other Spanish municipalities it resorted to printing its own fractional emergency currency during the Civil War after coins vanished from circulation almost entirely in 1936. The Ajuntament issued these locally — Imprenta Unió Obrera, the printer, was a workers' cooperative press, which was itself a product of the anarcho-syndicalist wave that swept Republican-controlled Catalonia in the early war years.
The cooperative ownership of the press is the genuinely interesting detail here. This note was physically produced by a collectivized business printing money for a municipal government — an arrangement that would have been unthinkable months earlier.
