Obverse description Central design features two oval heraldic shields arranged side by side, joined at their base by an anchor — a symbol of Rouen's maritime and commercial heritage. The left shield displays three lions passant (the arms of Normandy), while the right shield bears a lion and fleur-de-lis motif. Surmounting the shields is a caduceus with spread wings, symbolising commerce. An olive branch decorates the lower left field, with floral ornaments to the lower right. The legend ROUEN arcs along the upper border, with the engraver's signature J. BORY inscribed along the lower exergue.
