Oissel, a small industrial commune on the Seine south of Rouen, held a prisoner-of-war depot during the First World War. These fractional notes — blue paper, 10 centimes — were internal scrip issued within the camp to allow prisoners to make small purchases without handling official French currency. The practice was widespread across French POW facilities after 1914, each depot producing its own locally printed tokens and notes with no central standardization.
Camp scrip of this type was deliberately non-transferable outside the wire. Very little survived.
