The Chambres de Commerce emergency notes issued across France during and after the First World War filled a genuine gap — the hoarding of metal coinage began almost immediately after mobilization in August 1914, and the Banque de France had neither the capacity nor the mandate to cover small-denomination shortfalls at the local level. Châteauroux, the prefecture of Indre, had its own solution: notes printed locally by Badel, a regional press, giving this series an unusually provincial character compared to the many French emergency issues farmed out to Parisian or specialist security printers.

The JP#46.32 reference places this within the broader Jérôme Papier catalogue of French nécessité issues — a series that ran well past the Armistice, reflecting how slowly small-change confidence recovered.
