Miliana is a small inland town in the Blida province of Algeria, then under French administration. Like dozens of Algerian communes during the First World War, it issued its own emergency fractional notes when the wartime hoarding of coins created a near-total shortage of small change — a problem that afflicted metropolitan France and its territories simultaneously from 1914 onward.
The Saumon-Marcel Léon press in Algiers handled a number of these local Algerian emergency issues, making it possible to distinguish genuine municipal printings from later facsimiles by the typeface and lithographic registration quality.
