Oued-El-Alleug is a small agricultural commune in the Mitidja plain west of Algiers, and this 10 centimes note is a direct product of the coin shortage that spread across French Algeria during the First World War. As metallic small change disappeared from circulation — hoarded, melted, or simply never resupplied from metropolitan France — dozens of Algerian communes issued their own emergency paper fractions. Most were printed by whoever was locally available.
J. Vernet in nearby Boufarik was exactly that: a provincial job printer pressed into fiduciary service. The official stamp was the only security measure standing between this slip of paper and outright forgery.
