The Chambre de Commerce de Deux-Sèvres issued this token in response to the acute small-change shortage that plagued France well into the early 1920s — a direct consequence of wartime hoarding and the meltdown of bronze coinage for munitions. Regional chambers of commerce across France filled the vacuum with locally authorized aluminium and cardboard emergency issues, each valid only within their issuing department. Deux-Sèvres, a largely rural département in the Nouvelle-Aquitaine interior, saw relatively light commercial traffic compared to industrial regions, which kept circulation of these tokens geographically tight and redemption uneven.
