Cadillac-sur-Garonne issued this piece through its merchants' union during the early 1920s, when small-denomination coinage shortages — a hangover from wartime metal requisitioning — left French provincial commerce genuinely starved of fractional currency. Local chambers of commerce and trade associations across France filled the gap with aluminium and cardboard jetons, many authorized under wartime emergency provisions that technically remained in force. Cadillac's issue is among the more obscure provincial examples, the town's modest size keeping mintages low and surviving specimens genuinely scarce in any condition.
