The entire composition is encircled by a raised legend naming the issuing communes. The lettering is rendered in a crisp Latin script, and the overall design conveys the civic character of this wartime emergency issue.

Reverse description The large denomination numeral '10' dominates the central field, rendered in a horizontally lined relief style with bold Art Nouveau character. Below the numeral, the abbreviated denomination 'Cent.' is inscribed in an elegant cursive script. Elaborate acanthus and foliate scrollwork fills the surrounding field on both sides of the numeral, framing the design with decorative vegetal motifs. The maker's name 'THEVENON' appears in small letters at the lower right of the field.
